ASR technical personnel are periodically asked to define "Design" and what criterion determines "Design Responsible."

Product Design and Development, an engineering textbook published by Ulrich and Eppinger provides the following definitions:

Design: Realization of a concept or idea into a configuration, drawing, model, mould, pattern, plan or specification on which the actual or commercial production of an item is based and which helps achieve the item's designated objective(s) for form, fit and function.

Design Responsible: An entity that has the sole authority to perform, test and approve a design after the establishment of or agreement on the designated objective(s) for the item has been reached.
